Code reviews can bypass members' quotas
GitHub's October 8 announcement adds a billing choice for Copilot code reviews requested by members with a Copilot license. Organization owners can now bill the organization that owns the repository instead of consuming the member's own Copilot entitlement.
Member billing remains the default. Under that setting, a code review fails if the member's quota is exhausted. Choosing organization billing instead avoids consuming or exhausting member quotas.

Enable paid usage and choose the billing setting
The Organization option requires AI Credits paid usage to be enabled for the organization. Owners can optionally set a budget.
The setting is called Choose how members with a Copilot license are billed. Organization owners can find it in organization settings under Copilot, then Policies, and select Member or Organization.
